I do have one recommendation as there is no suspension enhancement for your 2022 Chevrolet Suburban. With the issues you are having it sounds like your Suburban doesn't have the weight distribution set up correctly for your Suburban. I have seen similar issues on vehicles that have air suspension systems. There is an exposed wire that is touching something metal and shorting out when your suspension is compressed. Most likely the wiring is somewhere along the frame rails and where the body meet.

Examine how different, if any, your trailer suspension sets when the trailer is disconnected from tow vehicle, level and unloaded with empty water/waste tanks. If you still have this measurements of uneven from side to side you will need to address possible worn/damaged suspension issues. An anti-sway bar is designed to help prevent body roll whether it be caused by turns or by cross winds, so it would certainly help in your situation. How is the tire pressure on your 2013 GMC Yukon XL? Is the suspension in good working order? If your vehicle and trailer suspension are both in good working order, your trailer is being towed level, and your trailer weighs less than the towing capacities of your tow vehicle you shouldn't be getting the sway you are describing. Especially if the trailer tows just fine with other tow vehicles.

Typically the noise you hear after installing coil springs like the # F4170 is from the metal coils of your suspension rubbing something as the suspension moves. I had this happen on my car once when I installed air springs in it and the problem was that the rubber isolator at the top of the spring was positioned in such a way that it was allowing the metal coil of the spring to touch the frame of the vehicle. With a scooter carrier that drags on the ground, you have a ground clearance issue that needs addressed. There isn't just a wheel made for that specific purpose, but there are skid wheels that have a similar function like # UF48-979014 designed to protect RV's from frame contact. The issue is this also restricts your ground clearance and they aren't designed to have contact with the ground except for deflecting when needed.

You are tightening the shackle bolts too much if they are binding up.
The shackle bolts do not require a specific torque rating because tightening the shackle bolts too much will squeeze the shackle straps against the leaf springs and the whole suspension system will bind and cause problems. The best thing to do when tightening down shackle bolts is to use lock nuts and tighten them until they are snug and then backed off 1/4 turn.
